Policy formulation is the process of formulating a policy or policy proposal. It is the process of gathering information and making decisions about the creation, adoption, and implementation of a policy.   The process also includes identifying available resources, determining which policies are most effective, and analyzing potential outcomes that could occur if a certain policy were implemented.
