Policy formulation is a process of making policies on how to deal with specific situations. Policy formulation is an important part of the decision-making process. Policy formulation may be done by the government, state, business, or other group. The objective is to create a policy that will lead to the desired outcome.

It is the process of gathering information and making decisions about the creation, adoption, and implementation of a policy.   The process also includes identifying available resources, determining which policies are most effective, and analyzing potential outcomes that could occur if a certain policy were implemented.
